Police said there were at least 20 other such cases, in which members of the mainland-based syndicate would make random calls – telling whoever picked up the phone that a family member had been kidnapped. Victims, ranging from 56 to 87 years old, were then told to transfer an amount of money to a mainland bank account or hand it over in person, in return for their loved ones’ release. The largest sum involved, in one case, was more than 200,000 dollars. Police say since the syndicate was formed last May, the group had fleeced victims of a total of some 1.94 million dollars. The death could spark further unrest in Guangdong Province and Chinese authorities have dispatched police to stop any possible protests. A man accused of participating in protests in southern China, Xue Jinbo, has died in custody. Xue allegedly was in the riot on September 21st, when residents in Wukang village smashed up a police station and other government buildings. They were protesting forced land seizures by local authorities. According to a statement by the Shanwei City government in Guangdong Province, Xue was rushed to the hospital after feeling ill on the third day of detention. He later died of what they say was cardiac failure. Villagers say Xue's appearance after he died was too horrible to look at, suggesting he had been beaten in custody. [Mr. Cai, Wukan Villager]: "His face was deformed and his body was scarred all over. Right now the government will not allow the corpse to be taken back to the village. They fear this being exposed to the public. They don't allow photos either. They won't even allow you to take a cell phone in to see (his body)." Xue was arrested on December 9th with several other protesters. [Mr. Cai, Wukan Villager]: "They didn't show any ID, they were all plainclothes police. They didn't even arrive in police cars. Forty people rushed in, they were arrested. The one who was beaten to death was the temporary representative." On December 11th over 1000 riot police entered the village before daybreak, villagers faced them in broad daylight. The police carried tear gas and water cannons to deal with any protests. The village is currently under lockdown by police. NTD tried to contact local authorities about the issue but got no response.

They say high costs and low fares are making it hard for them to earn a living. They're asking local authorities for help. On Monday, taxies in China's Guangdong Province lined up outside Shantou City hall to strike. Drivers congregated outside the building until late in the evening. Police were then sent to guard the area and they sealed off nearby streets. Taxis on strike were also seen in other parts of the city. [Mr. Yang, Shantou Taxi Driver]: "Right now, it seems all the Taxi's are parked, it is best it you go to the Xingda Taxi Company to have a look, right now there are many taxis parked outside the entrance to Xingda Taxi Company." The drivers are striking to protest high commissions by taxi companies, rising fuel prices and minimum fares set too low. Drivers in Shantou have held strikes several times. Although local government officials told them the situation would be rectified, drivers say they have yet to see any results. [Mr. Shi, Shantou Taxi Driver]: "The city government says it will reply to us, saying it will conduct a hearing, or it will raise fares. This has been dragging on for half a year. Now we say, we will wait for you to fix it, my five years as a taxi driver are up, worthless." Shantou city has 18 taxi companies. Each month drivers have to pay their employers an average of about 470 US dollars, yet minimum fares start at just 79 cents. Taxis also have to compete with motorcycles, limousines and tri-cycles.
